Publication-integrity route activation — v0.1.0 draft candidate

Activation additionally requires status-banner, download/API/search/citation/archive propagation checks and an owner for participant remediation. Owners and backups must pass a conflict check; a trainer, recruiter, staffing representative, sales lead, engagement owner, original reviewer, sponsor, or commercial beneficiary cannot control an affected person’s disposition. A mailbox or form is not operational until monitoring, receipt, privacy, escalation, and tests pass.

For any future official human result, tier, credential, or independence claim, material suspension, correction, retraction, and restart authority requires external-majority Commission quorum under ../../INDEPENDENCE_FIREWALL.md. This v0.1 template does not activate that authority.
